PDI Leader Questions DRC's Commitment to Rwanda Peace Agreement

Kigali, Rwanda, June 22, 2026 - Democratic Ideal Party (PDI) President Sheikh Musa Fazil Harerimana has questioned the Democratic Republic of the Congo's commitment to implementing its peace agreement with Rwanda, arguing that lasting cooperation will remain difficult unless armed groups operating in eastern DRC are dismantled.

Harerimana made the remarks on June 21 while addressing members during the party's annual General Assembly.

Speaking to journalists after the meeting, he said security challenges in the Great Lakes region continue to be driven by the presence of the Democratic Forces for the Liberation of Rwanda (FDLR), an armed group founded by individuals linked to the 1994 Genocide against the Tutsi.

He argued that some actors in the region have continued to support the group, undermining efforts to restore lasting peace and security.

Referring to the peace agreement signed between Rwanda and the Democratic Republic of the Congo in December 2025, Harerimana questioned whether the Congolese government had the political will to fully implement its commitments.

He said the agreement's success depends on fulfilling all of its provisions, including measures aimed at dismantling the FDLR and addressing the security concerns of both countries.

Harerimana also called on PDI members to understand the historical roots of the regional conflict and to counter misinformation through factual information and civic engagement.

During the meeting, Senator Hadidja Murangwa Ndangiza, chairperson of the Senate Committee on Foreign Affairs, National Unity and Security and a member of the PDI, described the agreement as an important opportunity to address the underlying causes of insecurity in the region.
