Parliament Seeks Probes Into Public Funds and Delayed Projects

Kigali, August 5, 2026 - Rwanda's Chamber of Deputies called for investigations into the use of public funds by several state institutions after a parliamentary review found payments whose utilization was not adequately documented.

The resolution, adopted on August 4 after a Public Accounts Committee review of the Auditor General's report for the year ending June 2025, asked the Ministry of Justice to request prosecution authorities to investigate funds disbursed to the Rwanda Housing Authority, the Ministry of Health, the Rwanda Social Security Board and RUGC Ltd, and the Rwanda Inspectorate, Competition and Consumer Protection Authority.

Lawmakers also sought closer monitoring of funds allocated by the National Technical and Vocational Education and Training Board to projects in Kigali and Bugesera. They demanded corrective action at the Water and Sanitation Corporation over procurement weaknesses, poor project management, inadequate water supply and losses of treated water.

The Minister of Infrastructure was asked to appear before Parliament to explain delayed projects and service delivery problems, including the Nkombo II ferry, the Base-Butaro-Kidaho road, G+3 school construction in Musanze and infrastructure linked to the Bumbogo housing project. The ministry was also given three months to present sustainable road-maintenance strategies aimed at reducing long-term public costs.

Other deadlines covered refunds, health infrastructure and local settlement management. Rwanda Polytechnic was instructed to refund Rwf256.6 million in student deposits within six months, the Ministry of Health was given 12 months to address contaminated water and medical-waste management at hospitals, and the Rwanda Biomedical Centre was directed to recover Rwf26.3 million allegedly overpaid to a contractor for incinerator construction.
