Parliament Seeks Cancellation Of Entebbe Expressway Toll Contract

Kampala, August 25, 2026 - Parliament's Committee on Physical Infrastructure called for cancellation of the Entebbe Expressway toll contract over alleged mismanagement and major revenue leakages, raising scrutiny of Uganda's flagship road financing model.

The committee said collections on the expressway have been rising but remain below projections set out in the loan agreement. Legislators questioned why officials continued to rely on cash-based payments, which they said carry higher risks of leakage and abuse than digital systems.

The committee also found that toll systems sometimes freeze or stall, allowing vehicles to pass without payment. The findings point to operational and governance weaknesses in a strategic transport asset linking Kampala to Entebbe International Airport.

For investors, the dispute underscores contract management risks in Ugandan infrastructure projects, particularly where public revenue collection, debt repayment assumptions and private operators intersect.
