Parliament Cafeteria Closure Exposes Procurement Dispute Over Shs2 Billion Food Deal
Kampala, August 31, 2026 - A procurement dispute over a Parliament catering contract worth between Shs1.3 billion and Shs2 billion has disrupted cafeteria services for lawmakers and staff.
The dispute began after Parliament's evaluation committee dropped Hellenar's Restaurant, which had provided catering services to MPs and staff for more than two years, and awarded the contract to another provider.
Members of Parliament Silas Aagon of Kumi Municipality and James, whose full details were not provided, said the closure of the cafeteria was causing inconvenience within the parliamentary precincts.
The row underscores procurement sensitivity in Uganda's public institutions, where contract awards can quickly become governance and service-delivery issues.
