Over Rwf 900 Million Invested in Rwanda’s Good Governance Program

Trōcaire, the Irish Catholic organization supporting community development, has launched a good governance program in Rwanda aimed at promoting participatory and inclusive governance, prioritizing citizens’ needs, and improving service delivery. The program was officially launched on February 27, 2026, with a total investment of over Rwf 900 million. The initiative, named the “Twiyubakire Programme”, is supported by the British Government’s Foreign, Commonwealth and Development Office (FCDO) and focuses on education, agriculture, and citizen collaboration with government institutions. The program had been piloted over the past nine months in eight districts: Rusizi, Gisagara, Kamonyi, Muhanga, Nyaruguru, Nyamagabe, Gatsibo, and Bugesera. Marleen Levina Masclee, Director of Trōcaire in Rwanda, said the program’s main objective is to strengthen cooperation between citizens and government while prioritizing women, youth, and people with disabilities. “The aim of this program is to promote collaboration in agriculture, education, and national unity, placing citizens at the forefront of development,” Masclee said. The Director of Development at the British Embassy in Rwanda, Billy Stewart, commended the Rwandan Government’s commitment to good governance and its continued focus on people-centered initiatives. The Twiyubakire Programme will run for one year, ending in March 2027, and will be implemented in partnership with the Rwandan Coalition of Community-Based Development Organizations (CCOAIB). Trōcaire has been operating in Rwanda since 1994, following the Genocide against the Tutsi, contributing to poverty reduction, justice, and community development across the country. According to the 2025 Rwanda Governance Scorecard conducted by the Rwanda Governance Board (RGB), Rwanda’s participatory and inclusive governance pillar scored 86.31%, highlighting the country’s long-standing commitment to good governance over the past 30 years.
