Opposition Prepares Oversight Agenda For 12th Parliament

Kampala, August 10, 2026 - Opposition leaders are preparing to use the 12th Parliament to press for stronger oversight, improved governance and tighter scrutiny of public resource use.

Leader of the Opposition Joel Ssenyonyi has said the Opposition will focus on accountability and service delivery, positioning parliamentary scrutiny as a central tool for challenging government performance. The return of veteran legislators and political comeback figures is expected to shape debates over institutional reform and the balance of power inside the House.

A key flashpoint is the role of the largest opposition party in appointing the Leader of the Opposition. Opposition figures are expected to resist any proposals that would weaken that role, warning that changes could expose the office to patronage and political manipulation.

The electoral framework is also under renewed attention after Electoral Commission chairperson Justice Simon Byabakama indicated that Ugandans abroad who wish to vote may have to return to the country to cast their ballots. That position keeps diaspora voting rights and election administration on the national political agenda.
