ONC Outlines Strategic Reforms to Modernize Media and Protect Journalists
Niamey, November 30, 2025 - On National Press Freedom Day, Ibrahim Manzo Diallo, President of the National Communication Observatory (ONC), presented the institution’s new guidelines aimed at modernizing media regulation and strengthening journalist protection in Niger.
Speaking on Télé Sahel, Diallo highlighted three main reform areas. First, the internal reorganization of the ONC seeks to create a fully operational, modern, and credible regulatory framework capable of addressing the evolving challenges of Niger’s media landscape.
The second focus is on “cleaning up” the media sector by ensuring that public, private, and online outlets operate in compliance with existing regulations. Diallo stressed that the initiative is not intended to restrict media freedom but to promote professionalism, order, and ethical standards.
Finally, the ONC plans to reinforce legal protections for journalists, establish mechanisms for dialogue, and prevent abuses. Special attention will be given to digital media regulation, which Diallo described as “essential” in today’s information environment.
Diallo expressed confidence in the reform process, noting that the ONC is guided by individuals committed to maintaining a responsible media landscape, which he believes will ensure the success of these initiatives.
