ODPP Holds Community Baraza in Kalangala to Address Crime and Justice Gaps

Kalangala District, April 29, 2026 - Justice sector leaders have engaged residents of Kalangala in a Community Baraza aimed at addressing rising concerns over gender-based violence, land disputes, and access to justice, as communities also raised issues related to detention, fishing restrictions, and public service delivery.

The forum, held at Kyagalanyi Landing Site, was organized by the Office of the Director of Public Prosecutions in partnership with the International Development Law Organization and the Government of the Netherlands. The dialogue brought together justice officials and local residents under the theme focusing on gender-based violence, land-related crimes, and refugee protection.

Speaking on behalf of the Director of Public Prosecutions, Odumbi James Owere reiterated the institution’s commitment to impartial justice delivery, emphasizing equal treatment for victims and accused persons.

He urged residents to promptly report crimes and cautioned against false accusations and witness intimidation, describing them as major obstacles to effective prosecution. He further stressed that serious criminal cases must follow due legal process to ensure accountability and public safety.

During the discussions, residents raised concerns over domestic violence, land conflicts, illegal fishing practices, and immigration-related challenges. Many participants also expressed frustration over prolonged detention without trial, limited access to public services, and fishing restrictions affecting livelihoods in the island district.

Land disputes emerged as a central issue, with community members calling for improved land surveying and clearer ownership systems to reduce recurring conflicts.
