Nzeyi Buyback Offer Opens Path In Long-Running NSSF Temangalo Land Dispute
Kampala, August 24, 2026 - Businessman Nzeyi has agreed to buy back disputed land at Temangalo, potentially easing an 18-year impasse over National Social Security Fund property rights and pension-fund asset recovery.
NSSF bought 463.87 acres in Temangalo from Nzeyi and ARMA Ltd in 2008 for Shs11 billion, but the fund has still been unable to access 55 acres of the land despite holding titles.
The dispute has centered on continued occupation of 45 acres that form part of the larger landholding. Justice John Eudes Keitirima ruled that the case was time-barred after a fixed period, regardless of the merits of the underlying claims.
The proposed buyback could limit further losses for the pension fund, but the case remains a governance test for Uganda's institutional investors. Any settlement that leaves public retirement savings tied up without clear recovery could weaken confidence in land transactions and long-term domestic investment.
