Niger and Sahel States: Senior Officials Convene Ahead of CSA Foreign Ministers’ Meeting

Meeting of Senior Officials Ahead of the Meeting of Foreign Ministers of the Confederation of Sahel States (CSA)

As a prelude to the CSA Foreign Ministers’ Meeting, scheduled for November 26, 2025, a preparatory meeting of experts opened on November 24, 2025, in Buenos Aires, Burkina Faso.

Experts from Burkina Faso, Mali, and Niger, representing the Defense and Security, Diplomacy, and Development pillars, reviewed draft documents over the two days to be submitted to the CSA foreign ministers. These documents included draft legal instruments and draft activity and outlook reports for the CSA.

The opening was marked by speeches from the heads of delegation of Burkina Faso and Niger, and an opening address by Mali’s Ambassador Mahamane Amadou Maïga, Special Advisor to the Ministry of Foreign Affairs and International Cooperation, whose Head of State holds the Presidency of the ESA Confederation.

Strengthening fraternity, solidarity, and complementarity among the three countries.

Progress and future prospects in the three areas of action: defense/security, diplomacy, and development.

Military successes achieved through pooled military and security efforts.

Diplomatic coordination, particularly interventions representing the CSA in international forums.

Development initiatives, including mobilization of confederal resources and management through the Confederal Investment and Development Bank (CIDB-ASEAN), soon to be operational.

The meeting is part of the preparations for the second session of the ASEAN College of Heads of State, scheduled in Bamako, December 2025.
