Niamey Launches Ambitious Urban Governance Reforms

NIAMEY - On, October 7, 2025 - Municipal authorities in Niamey unveiled a comprehensive reform targeting informal commercial activities, signaling a major step toward modernizing urban governance under Niger’s transitional government.

Led by the Delegate Administrator, the initiative aims to formalize approximately 3,500 informal traders, integrating them into regulated markets. The policy is expected to increase municipal revenues through licensing while improving labor conditions for traders.

Beyond economic formalization, the reform addresses public space congestion in key markets such as Katako, Grand Marché, and Pays-Bas, where unregulated trading has historically restricted emergency access by up to 40%.

The program also incorporates social protection measures, including designated trading zones in each district equipped with basic sanitation facilities. This hybrid approach, combining regulation with service delivery, reflects a shift toward inclusive and pragmatic urban management in Niger’s capital.
