National Assembly Advances Ratification of African Development Bank Loan Agreement
Djibouti City, June 25, 2026 - Djibouti's National Assembly has advanced the parliamentary process for ratifying a loan agreement with the African Development Bank (AfDB), moving the financing package one step closer to final approval.
Meeting under the chairmanship of National Assembly Speaker Dileita Mohamed Dileita, the Conference of Presidents examined the draft ratification law under an emergency procedure in accordance with the Assembly's rules of procedure.
The session was attended by Acting Prime Minister and Minister of Justice, Penitentiary Affairs and Relations with Parliament, Ali Hassan Bahdon, representing the government. Also present were the First and Second Vice-Presidents of the National Assembly, chairpersons of the standing committees, and the General Rapporteur for the Budget.
Following its deliberations, the Conference of Presidents approved the referral of the draft law to the Foreign Affairs Committee for detailed examination and scheduled a plenary session for June 29, 2026, during which lawmakers will debate and vote on the agreement.
The Foreign Affairs Committee, chaired by Abdourahman Awaleh Yacin, immediately convened to review the proposed legislation under the expedited procedure.
The committee's deliberations were attended by Minister of Agriculture, Water, Fisheries, Livestock and Marine Resources Radwan Abdillahi Bahdon, accompanied by senior ministry officials, who briefed lawmakers on the objectives and significance of the financing agreement.
After reviewing the proposal, the committee issued a favorable opinion, endorsing the ratification of the loan agreement and recommending that it proceed to the plenary session for final consideration.
The latest parliamentary action brings Djibouti closer to completing the ratification process for the African Development Bank financing agreement, which is expected to support the country's development priorities through additional external funding.
