Museveni Chairs Final ‘Cabinet of Fishermen’ Meeting

Kampala, May 4, 2026 - President Yoweri Museveni has presided over the final Cabinet meeting of the outgoing government at State House, marking the formal conclusion of the current executive term and reflecting on what he described as key achievements in Uganda’s economic transformation.

The meeting, which officials described as the “final Cabinet of fishermen meeting,” brought together ministers to wrap up government business ahead of the transition to a new administration phase. Museveni used the occasion to commend the outgoing Cabinet for its role in steering Uganda toward middle-income status.

During the session, the President revisited his 2021 Cabinet formation philosophy, explaining that he deliberately selected what he termed “fishermen” - a reference to ordinary, tested individuals - rather than elite professionals, drawing a comparison to biblical discipleship.

He reiterated that his selection approach was guided by trust in leaders he considered disciplined, non-corrupt, and aligned with government priorities, arguing that such individuals were better suited to implement national development goals.

Following the formal meeting, the President hosted ministers for a farewell luncheon at State House, turning the occasion into a moment of reflection and appreciation for their service.

Museveni praised the Cabinet for its contribution to what he described as Uganda’s economic advancement, particularly the attainment of middle-income status. He cited progress in infrastructure development, energy expansion, and agricultural modernization as key drivers of the country’s improved economic standing.

He also commended the Cabinet Secretariat for ensuring effective coordination of government business and policy implementation throughout the term.

The President said the outgoing administration had operated under the “Securing Your Future” development agenda, which focuses on economic growth and structural transformation.
