More than 80% of traders in Kigali are not registered with the Private Sector Federation (PSF).

According to a census presented at the PSF Kigali City General Assembly held on October 17, 2025. The survey shows that Kigali has 57,325 traders, including over 23,000 in Gasabo, 15,000 in Kicukiro and 17,000 in Nyarugenge, yet only 9,700 are PSF members - just 17.4%.

PSF Kigali General Manager Tharcisse Ngabonziza attributed the low membership to limited awareness among business operators. “This is mainly due to lack of information. We are holding meetings at sector and district levels to increase sensitization, and we will not give up,” he said.

PSF highlighted member benefits such as business advocacy, networking and access to timely information, as well as initiatives like the PSF Health Scheme and capacity-building training.

Representing Kinyinya Sector, Emmanuel Ntuyenabo welcomed the progress made: “We appreciate the achievements, especially access to health insurance. Good health is the greatest asset,” he said.

Established in 1999, PSF has operated for 26 years. Membership starts at 6,000 Rwf. Over the past three years, PSF members in Kigali have contributed 213 million Rwf, including 47 million in 2023, 132 million in 2024 and 38 million in 2025.
