MONUSCO Welcomes DRC-Rwanda Peace Agreement, Calls for Rigorous Implementation

Kinshasa, December 1, 2025 - Kinshasa/Washington - On Thursday, December 4, 2025, MONUSCO welcomed the adoption in Washington of the peace agreement and the regional economic integration framework between the DRC and Rwanda, facilitated by the United States, praising the determination of Presidents Félix Tshisekedi and Paul Kagame.

The UN mission highlighted that this agreement - which includes a ceasefire, the disarmament of the FDLR, the withdrawal of Rwandan troops, and the return of refugees - provides a new opportunity to restore confidence, alleviate civilian suffering, and lay the foundations for lasting peace in eastern Congo.

In a statement, Bruno Lemarquis, acting head of MONUSCO, emphasized that the combination of this agreement with the one signed between the DRC and the AFC/M23 on November 15, as well as Security Council resolution 2773 (2025), offers hope for a shift from confrontation to political solutions, provided that implementation respects the sovereignty and territorial integrity of the DRC.

The mission also welcomed the involvement of Qatar, the African Union (AU), the East African Community (EAC), SADC, and mediator Faure Gnassingbé, while calling for continued support and the promotion of inclusive dialogue.

In line with its mandate, MONUSCO will continue to support these efforts, particularly in civilian protection, ceasefire monitoring, disarmament of armed groups, and the stabilization of affected areas.
