Minister Nduhungirehe Highlights Challenges of Regional Integration Amid Burundi’s Role in DRC Conflict
Washington D.C., December 5, 2025 - Rwanda’s Minister of Foreign Affairs and Cooperation, Ambassador Olivier Nduhungirehe, has stated that regional integration remains challenging as Burundi continues to wage war in the eastern Democratic Republic of Congo (DRC).
Speaking to the Agasaro Kaburaga YouTube channel, Minister Nduhungirehe commented on the recent signing of a regional economic cooperation agreement between Rwanda and the DRC on December 4, 2025, facilitated by the United States. The agreement includes projects such as the Rusizi III hydroelectric dam, designed to generate 206 megawatts of energy for Rwanda, the DRC, and Burundi.
The signing ceremony was attended by Burundian President Evariste Ndayishimiye, who emphasized continued joint projects under the framework of agreements governing the Great Lakes Region.
Minister Nduhungirehe, however, criticized Burundi for destabilizing South Kivu, stating that its military presence is undermining regional peace. He said:
"What we see in eastern Congo, especially in South Kivu, is that the Burundian government is adding fuel to the fire, having sent 20,000 troops in recent days. They are besieging areas inhabited by the Banyamulenge, restricting market access, and attacking civilians."
He stressed that regional cooperation cannot succeed while Burundian forces continue operations alongside DRC and Wazalendo troops, preventing the ceasefire agreements from being implemented in Doha.
From December 2 to 5, 2025, these forces conducted heavy attacks on AFC/M23-controlled areas including Kamanyola, Katogota, and Kaziba, resulting in the destruction of houses, civilian deaths, injuries, and mass displacement.
The Rusizi District administration confirmed that over 750 Congolese refugees have fled to Rwanda as of December 5, with most accommodated at the Nyarushishi temporary camp.
