Mali’s Council of Ministers Approves Treasury Reform and Key Diplomatic Appointments

Bamako, October 29, 2025 - Mali’s Council of Ministers, chaired by Colonel Assimi Goïta, President of the Transition, convened Wednesday at Koulouba Palace to address public finance reforms, diplomatic postings, and updates from various ministries.

The Council approved a draft decree establishing the organizational framework for the regional and sub-regional services of the Directorate General of the Treasury and Public Accounting. Proposed by the Minister of Economy and Finance, the reform aims to enhance efficiency in financial oversight and public accounting operations over the next five years.

The Directorate, created in September 2024, oversees national policies on finance, accounting, monetary affairs, insurance, and microfinance regulation, playing a central role in Mali’s public finance management.

Several key appointments were ratified across ministries:

Inspectors of Diplomatic and Consular Services: Sory Lakamine Diakité and Allaye Bah.

Ministry of Handicrafts, Culture, Hotel Industry and Tourism

Director General of the National Center for Cinematography of Mali: Sidy Lamine Bagayoko

The Minister of Territorial Administration and Decentralization briefed the Council on the crisis at Bamako’s Les Lutins primary school, triggered by the non-renewal of its parents’ association. A provisional administrative committee has been established to restore normal operations.

The Minister of Labour, Public Service and Social Dialogue highlighted Mali’s participation in the 6th Conference of Ministers of Labour of the Organization of Islamic Cooperation (OIC) in Doha, which adopted resolutions promoting employment and social protection among member states.

The Minister of Youth and Sports announced the 2025 African Youth Day celebrations under the theme “Fighting Drugs Among Youth: Awareness and Prevention.” The program will include cultural, educational, and sporting activities aimed at raising awareness on drug abuse.

The Minister of Environment, Sanitation and Sustainable Development reported on Mali’s participation in two international forums:

The Madrid Ministerial Meeting on Water, Hygiene, and Sanitation, which emphasized integrated sector governance and sustainable financing.

The World Zero Waste Forum in Istanbul, where Mali reaffirmed its goal to reduce waste emissions by 31% by 2030 and agreed with Turkey on joint recycling and waste transformation projects.

The Minister of Health and Social Development noted a nationwide decline in dengue fever cases, while President Goïta urged continued vigilance and adherence to public health measures.

The Council concluded by reaffirming Mali’s commitment to fiscal discipline, effective governance, and international cooperation.
