Mali | Former OCLEI President Moumouni Guindo Under Investigation

Bamako, January 11, 2026 - A mission from the Office of the Auditor General is currently examining the management of Moumouni Guindo, former president of the Central Office for Combating Illicit Enrichment (OCLEI), for the period 2021-2025, marking a first for an independent administrative authority.

The allegations concern the creation of an unauthorized office, unexplained travel, telephone expenses included in salary allowances, the funding of private studies, and an attempt to acquire an armored vehicle, which was rejected by the budget department.

Mr. Guindo is accused of failing to fulfill his duties of raising awareness, conducting investigations, and referring cases to the courts, while OCLEI reportedly spent billions of CFA francs without any significant impact on public finances.

His commitment is described as being more focused on individual harassment than on the public interest, with a final annual report compiling previous data highlighting shortcomings.

His mandate ended on May 31, 2025, after eight years, and a request for a nine-month extension was rejected by the Prime Minister.

This audit is presented as a step toward improving the ethical standards of public officials in the fight against illicit enrichment.
