Mali Applies Reciprocity Principle in Response to U.S. Entry Restrictions

Bamako, December 30, 2025 - The Government of Mali has announced the application of the principle of reciprocity in response to new entry restrictions imposed by the United States on Malian nationals, according to a statement released by the Ministry of Foreign Affairs and International Cooperation.

The Ministry said it had taken note of the U.S. decision, announced on December 16, 2025, to tighten conditions for Malian citizens seeking to enter the United States. Malian authorities expressed regret that the measure was adopted without prior consultation, describing it as a far-reaching decision taken unilaterally.

Bamako also rejected the security justification cited by Washington, arguing that it does not reflect the current realities on the ground nor the efforts undertaken by Mali to ensure national and regional security. According to the statement, the government considers the decision unjustified, unfounded, and lacking a factual basis, suggesting that its true motivations lie beyond the stated security concerns.

In response, the Ministry announced that, with immediate effect, Mali will apply the same entry requirements to U.S. citizens as those now imposed on Malian nationals by American authorities, in line with international diplomatic practice.

Despite the dispute, the Ministry reaffirmed Mali’s commitment to maintaining balanced, constructive, and mutually respectful relations with all its international partners, while insisting on respect for Mali’s sovereignty and equal treatment of its citizens.

The move marks a further escalation in diplomatic tensions between Bamako and Washington, amid broader shifts in Mali’s foreign policy posture in recent years.
