Kinshasa Rejects Paul Kagame’s Accusations, Reaffirms Bilateral Commitments

Kinshasa, November 20, 2025 - The Congolese government responded firmly to Rwandan President Paul Kagame, who accused Kinshasa of "refusing to assume its responsibilities" in addressing the security crisis in eastern DRC.

At a press conference on Thursday, November 27, 2025, government spokesperson Patrick Muyaya emphasized that Rwanda remains bound by bilateral commitments under the Washington and Doha processes. Muyaya also referred to Paul Kagame as the "creator of the M23," the rebel group active in the region, and rejected any notion of negotiating with the armed movement.

The Congolese government reaffirmed that Rwanda must respect existing agreements, particularly after Kagame suggested that the reopening of Goma airport be discussed "directly with the rebels." These remarks come amid ongoing tensions between the two countries.
