Kampala HIV Study Prompts Push To Regulate High-Risk Parlours
Kampala, August 24, 2026 - A new study showing more than 210 new HIV infections in Kampala each week has intensified concern over urban transmission risks and prompted lawmakers to consider tighter regulation of parlours linked to unregulated sexual activity.
Dr Charles Ayume, chairperson of Parliament's health committee, said legislators are examining regulatory measures intended to save lives and curb new infections in the capital.
Dr Musoba said Uganda has made progress in the fight against HIV/AIDS, with national adult HIV prevalence now at 4.9 percent, but the Kampala figures point to persistent gaps in prevention and enforcement.
The findings could increase pressure on public health budgets, city regulation and workplace health planning in Uganda's main commercial hub.
