Kagame Says FDLR Threat Keeps Rwanda Engaged In Eastern Congo Crisis

Kigali, August 25, 2026 - President Paul Kagame again linked Rwanda's security posture to the presence of the FDLR armed group in eastern Democratic Republic of Congo, saying Kigali would remain involved as long as the threat is not resolved.

Speaking at a news conference in Kigali, Kagame said Rwanda had information that Congolese authorities were arming the FDLR and integrating some members into state forces. He cited testimony from former FDLR fighters at the Mutobo demobilisation centre.

Kinshasa continues to accuse Kigali of supporting the M23 rebellion, allegations Rwanda denies. Kagame said Rwanda's core position remains that national security is non-negotiable.

The comments came as diplomatic tracks backed by Washington and Doha sought to advance ceasefire verification and de-escalation in eastern Congo. For investors, the dispute remains a key regional risk factor, particularly for logistics, mining, energy and cross-border trade.
