IGP Byakagaba Transfers 433 Police Officers in Major Nationwide Reshuffle

Kampala, April 17, 2026 - The Inspector General of Police, Abas Byakagaba, has announced a major reshuffle involving 433 officers across the Uganda Police Force, with immediate effect.

The transfers affect multiple directorates and units, including Welfare, Production and Sports; Human Resources Administration; the Chief Political Commissariat; Human Resource Development; Fire and Rescue Services; the Professional Standards Unit; Traffic Police; and the Criminal Investigations Directorate (CID).

Senior officers have been reassigned to strategic positions, including postings to the Inspector General’s office, Interpol, legal services, finance, and specialized operational units.

Among the key appointments, Senior Commissioner of Police Geoffrey Chombe has been posted to the Inspector General’s office, while Commissioner Alison Agaba has been assigned to Interpol. Commissioner John William Okalany has been deployed to the Human Rights and Legal Services Directorate, and Commissioner Richard Arumadri has been transferred to the Finance Department.

Assistant Commissioner of Police Richard Mugwisagye has been named Deputy Commander of the Professional Standards Unit.

The reshuffle also includes officers recently trained at the Oliver Reginald Tambo Leadership School in Kaweweta, with several receiving new postings across regions. Former Kampala Central Police Station operations commander, Assistant Superintendent of Police Ivan Nduhura, has been deployed to West Nile as Police Legal Officer.

Other notable changes include Commissioner Enock Baine, now heading the Police Duty Free Scheme and Supermarkets, and Assistant Commissioner Grace Ewiku, appointed Head of Crop Production in the Agriculture Police.

In specialized units, Senior Superintendent Bashir Siriba has been appointed Coordinator of the National Drowning Prevention Program within the Marine Unit, while Senior Superintendent Ahmed Kimera Seguya has been moved to the Railways Unit as Head of Operations.

Regional commands have also been significantly affected. Senior Superintendent Diana Nyamisango has been appointed Regional Police Commander for Katonga Region, while other officers have been reassigned across Kigezi, Busoga East, Kidepo, and other regional formations.

In the Traffic Directorate, multiple senior officers have been redeployed, including new appointments in vehicle inspection and transport monitoring sections.

The reshuffle also includes officers in the CID, where 132 personnel have been moved. Assistant Commissioner Moses Taremwa has been appointed Acting Commissioner of the Trafficking in Persons Department, while Assistant Commissioner Peter Muwonge has been reassigned to inspection duties at CID headquarters in Kibuli. Assistant Commissioner Charles Mutungi has been posted to the Uganda Anti-Money Laundering Task Force.

Authorities say the changes are part of ongoing efforts to strengthen efficiency, accountability, and operational effectiveness within the police force, following leadership training and institutional reviews.
