Finance Minister Reviews PDL-145 Phase One and Sets Relance Plan
Kinshasa, DRC, August 4, 2026 - Finance Minister Doudou Fwamba Likunde convened a technical meeting to assess the Local Development Programme for 145 Territories (PDL-145T) with representatives from BCECO, CFEF, UNDP, and the steering committee. The focus of the meeting was to evaluate the progress of Phase One and to establish a relance plan for the initiative. The minister highlighted the importance of a precise disbursement calendar and emphasized the necessity of a strict procedure prior to any financial releases.
During the meeting, the UNDP provided an indicative report detailing the current status of the program. According to their findings, 341 works have been delivered, with 104 nearing completion and 145 projects relaunched. However, 141 projects are reported to be below 70% completion, raising concerns about the efficiency and effectiveness of the program's implementation. Minister Likunde instructed partners to re-verify the works map within 15 days and to present an operational relance plan to ensure that the program meets its objectives.
The ongoing 2026 finance law continues to allocate budget resources to support the PDL-145T, reflecting the government's commitment to enhancing infrastructure and development across the territories. The minister's proactive approach aims to streamline operations and ensure that the second tranche of the first component, which focuses on strategic farm-access roads, is executed effectively.
