European Parliament Urges EU to List Sudan’s RSF as Terrorist Organization

BRUSSELS, July 9, 2026 - The European Parliament has adopted a resolution calling on the European Union to designate Sudan’s Rapid Support Forces (RSF) as a terrorist organization and expand sanctions against individuals and entities linked to attacks on civilians during the ongoing conflict.

The resolution, approved by a large majority of lawmakers, also calls for sanctions against those accused of facilitating violence against civilians, including a company based in the United Arab Emirates alleged to have violated the United Nations arms embargo on Darfur.

Members of the European Parliament urged the EU to strengthen accountability measures, support independent investigations into alleged war crimes, and encourage broader jurisdiction for the International Criminal Court to investigate violations committed across Sudan.

The resolution expressed particular concern over the humanitarian situation in El-Obeid, where continued fighting and the threat of a large-scale assault have placed hundreds of thousands of civilians and displaced people at risk.

Lawmakers strongly condemned attacks on civilians, including reported incidents of sexual violence, and called on all parties to the conflict to respect international humanitarian law and end actions contributing to famine and humanitarian suffering.

The European Parliament also condemned foreign involvement that could be fueling the conflict and called on all countries to cease any form of military or logistical support to the RSF, including the transfer of weapons.

In addition to tougher sanctions, the resolution urged the European Union to increase humanitarian assistance to Sudan, provide greater support to local relief organizations-particularly those delivering healthcare-and establish secure humanitarian corridors to facilitate civilian evacuations and the delivery of emergency aid.
