ENGIP-RDC and SEP-Congo Sign Oil Infrastructure Management Contracts

Kinshasa, April 7, 2026 - The national oil infrastructure management company ENGIP-RDC SA has signed four operational contracts with SEP-Congo, marking a new phase in the management of petroleum logistics assets in the Democratic Republic of Congo. The signing ceremony took place at the Ministry of Portfolio under the coordination of Minister Julie Shiku, in the presence of the Minister of Hydrocarbons, Acacia Bandubola, along with senior officials from the petroleum sector. ENGIP-RDC Chief Executive Officer Richard Beya Ilunga described the agreement as a key milestone in securing the continuity and efficiency of oil infrastructure operations, particularly along the strategic supply corridor between Matadi and Kinshasa. The contracts cover the use of pipelines and associated infrastructure, the rental of industrial equipment, as well as commercial and residential facilities linked to oil logistics operations. Officials indicated that the agreements have been integrated into the existing petroleum pricing structure, with assurances that they will not negatively impact fuel prices. On the contrary, authorities suggested the arrangement could contribute to reducing logistical costs and improving overall price stability. SEP-Congo Managing Director Malick Ndiaye welcomed the deal, describing it as a sign of renewed confidence from the government and the outcome of months of negotiations. He emphasized that the partnership is expected to improve operational efficiency and strengthen infrastructure management in the sector. He added that the collaboration would provide a more stable working environment for oil logistics operations, with anticipated benefits for both public institutions and consumers. ENGIP-RDC SA, established in January 2026, is mandated to ensure the operation, security, and modernization of national petroleum infrastructure. Authorities say its creation reflects broader government efforts to improve governance of strategic assets and attract investment through a more structured and transparent framework.
