Eastern DRC: AFC/M23 Claims Neutralization of Armed Groups under Doha Agreement
Goma, November 21, 2025 - The AFC/M23 movement announced that it had "neutralized" all local and foreign armed groups operating in eastern DRC, in accordance with the Doha Framework Agreement recently signed with the Congolese government.
According to Benjamin Mbonimpa, permanent secretary of AFC/M23, the agreement commits both parties to:
Neutralize foreign forces such as the FDLR and the ADF;
Establish transitional security mechanisms to protect civilians.
The announcement comes amid ongoing fighting in the Walikale, Masisi, Rutshuru, and Lubero territories, despite the Doha ceasefire. The Congolese army claims to have regained control of several localities, including Katoyi, highlighting the persistent instability in the region.
