DRC: Temporary suspension of the issuance of religious permits, nationality certificates and legal personality documents
On Sunday 28 September 2025, the Ministry of Justice announced a temporary five-week suspension of the issuance of religious permits, nationality certificates and legal personality documents in the Democratic Republic of the Congo. This decision, motivated by the discovery of corruption, trafficking, sensitive documents and parallel networks, aims to clean up the system and restore public confidence.
Minister of State Guillaume Ngefa specified that a thorough investigation and audit will be conducted to identify those responsible and put sustainable mechanisms in place, in a context marked by numerous complaints from civil society and abuses by public authorities.
