DRC Strengthens Electricity Sector Governance with New Protocol

Kinshasa - December 18, 2025 - The Congolese government signed a key memorandum of understanding aimed at improving transparency and regulation in the electricity sector. The agreement focuses on the declaration, collection, and monitoring of electricity charges for medium- and high-voltage consumers.

The protocol was signed by the General Secretariat for Water Resources, the DGRAD (Directorate General of Administrative and Fiscal Revenue), the ANSER (National Agency of Electricity and Drinking Water), and SNEL (National Electricity Company).

According to Minister of Water Resources Aimé Molendo Sakombi, the collaboration ensures that electricity billing becomes more legal, predictable, and equitable, while supporting the financing of rural electrification projects.

The agreement is seen as a strategic step to improve governance and efficiency in the energy sector, with the government emphasizing its commitment to maximizing public resources and accelerating the country’s energy transition.
