DRC-Rwanda: Joint Monitoring Committee acknowledges obstacles to implementation of peace agreement.

Meeting on, October 2, 2025 - In Washington in the presence of representatives from the DRC, Rwanda, the United States, Qatar, Togo and the African Union, the joint monitoring committee for the peace agreement signed on 27 June acknowledged the persistence of obstacles to its implementation, notably the neutralisation of the FDLR (Democratic Forces for the Liberation of Rwanda) and the withdrawal of Rwandan forces. While welcoming the agreement on the exchange of prisoners reached in Doha and the upcoming resumption of talks with the AFC/M23 scheduled for 6 October, the committee insisted on the need for effective compliance with the agreement, access for the ICRC (International Committee of the Red Cross) to detainees and the abandonment of all hostile rhetoric.

It also called for restraint in the face of tensions in Uvira and Walikale, and announced a new meeting after the joint security coordination mechanism meeting scheduled for the end of October 2025.
