DRC National Assembly Ratifies Key Agreements with Rwanda and the United States

Kinshasa -, April 28, 2026 - The National Assembly of the Democratic Republic of Congo has adopted two major bills ratifying strategic agreements with the United States and Rwanda, following a near-unanimous vote and without substantive debate.

According to official results, 371 of the 372 members present voted in favor, with one vote against and no abstentions.

The two texts were approved after the presentation of the report by the Joint Committee on Foreign Affairs, Defense and Security, and Economic and Financial Affairs. The bills had previously been declared admissible and referred to committee earlier in April.

The agreements were defended before Parliament by Foreign Affairs Minister Thérèse Kayikwamba Wagner.

The first agreement establishes a strategic partnership between the DRC and the United States, covering cooperation in key sectors including critical minerals, energy, infrastructure, and security. It also provides for structured collaboration mechanisms and joint monitoring frameworks, while reaffirming respect for national sovereignty.

The second agreement formalizes a peace accord signed on June 27, 2025, between the DRC and Rwanda. It focuses on the cessation of hostilities, respect for territorial integrity, disengagement of forces, and the creation of a joint security coordination mechanism aimed at stabilizing the region.

Lawmakers who participated in earlier discussions stressed the importance of transparency, parliamentary oversight, and strict implementation of commitments, particularly those involving regional security obligations.
