DRC Government Intensifies Fight Against Illicit Financial Flows in Mining Sector

Kinshasa, October 23, 2025 - The Democratic Republic of Congo is stepping up efforts to combat illicit financial flows, particularly in its vital mining sector. Finance Minister Doudou Fwamba announced on Wednesday, October 29, 2025, at the opening of a high-level conference on Illicit Financial Flows of Commercial Origin (IFFC) in Kinshasa, that the Suminwa government is committed to enhancing transaction traceability and tackling tax evasion.

The conference, organized by the German development agency GIZ in collaboration with the General Directorate of Taxes (DGI), the General Directorate of Customs and Excise (DGDA), and the General Directorate of Administrative, Judicial, State Property, and Equity Revenue (DGRAD), aims to develop a comprehensive roadmap for structural reform of the national tax system.

Minister Fwamba highlighted the staggering losses caused by illicit financial flows, noting they amount to billions of dollars annually, depriving the country of critical funding for education, healthcare, and infrastructure projects.

To address these challenges, the government has recently implemented a series of measures designed to improve transparency and accountability. These include the creation of CONAFASIC (National Committee for Monitoring and Analyzing Illicit Commercial Financial Flows), the adoption of international tax agreements, and the establishment of an operational unit dedicated to the exchange of tax information.

“These initiatives are essential to ensuring that mineral wealth becomes a sustainable driver of development,” Fwamba said, emphasizing that a transparent and accountable mining sector is crucial for turning the country’s natural resources into long-term economic and social benefits.

The conference brought together key stakeholders from government, industry, and international partners to discuss strategies that will strengthen fiscal governance and curb illegal practices, signaling a determined push by Kinshasa to protect the nation’s economic interests and reinforce public trust in resource management.
