DRC: Fayulu Calls on Tshisekedi to Publish Draft Washington Agreement
Kinshasa, November 19, 2025 - Kinshasa, DRC - On November 28, 2025, ahead of a planned meeting in Washington between President Félix Tshisekedi and Rwandan President Paul Kagame, opposition leader Martin Fayulu called on the Congolese head of state to make public the draft agreement under discussion with Rwanda.
Fayulu emphasized that the Congolese people have a right to know the contents of the agreement before any official signing. Meanwhile, the Kinshasa government maintains that the Washington trip is contingent on the effective withdrawal of Rwandan troops, a security condition for which the authorities are reportedly awaiting confirmation.
The call underscores rising political tensions and growing demands for transparency regarding bilateral negotiations that are expected to impact the security and stability of eastern DRC.
