DRC: Bintou Keita urges the Security Council to translate its commitments into concrete progress.

Speaking before the UN Security Council on Tuesday 30 September 2025, the head of MONSCO, Bintou Keita, denounced the persistent gap between decisions taken on paper and the reality on the ground in the DRC, where violence and massacres continue, with more than 1,000 civilians killed since June in Ituri and North Kivu. Presenting the Secretary-General's quarterly report, she warned of a drastic drop in humanitarian funding, with only 14.8% of the 2025 response plan covered, and called for a permanent ceasefire and a lasting peace agreement.

While welcoming the diplomatic efforts of Doha and Washington, she urged the international community to translate its commitments into tangible progress for the Congolese people.
