DRC And Rwanda Advance Washington Accords Monitoring In Geneva

Geneva, August 13, 2026 - Rwanda and the Democratic Republic of Congo agreed additional steps to strengthen monitoring and verification of commitments under the Washington Accords during the sixth Joint Security Coordination Mechanism meeting held in Geneva on August 12-13.

The meeting brought together Rwanda, the DRC, the United States, Qatar, Togo and the African Union Commission. Participants reviewed security commitments linked to the neutralization of the FDLR and force disengagement, two core elements of the accords signed in June 2025.

Two initiatives were proposed to improve on-ground monitoring and verification. The United States was asked to review the proposals and provide feedback at the next meeting.

The parties agreed to reconvene in Geneva on September 16-17, 2026. A third planning meeting, or trilateral planning conference, is expected in October 2026 to revise rules and the Operations Order, underscoring continued international engagement in a process closely watched by investors exposed to regional security risk.
