DRC and IMF Strike Deal to Address Oil Sector Revenue Shortfalls
Kinshasa, October 22, 2025 - The Democratic Republic of Congo (DRC) and the International Monetary Fund (IMF) have reached an agreement to tackle revenue shortfalls in the country’s oil sector. The accord, signed in Kinshasa on October 29, 2025, sets out the full settlement of losses recorded in 2024-which have already been cleared-as well as those for 2025, to be resolved by February 2026.
The initiative forms part of the IMF-backed economic reform program designed to enhance budget transparency, stabilize domestic oil prices, and strengthen governance across the Congolese energy sector.
Officials emphasized that the agreement is a key step toward ensuring the sector contributes effectively to national development, while improving oversight and accountability in the management of oil resources.
