Djibouti Government Sets Results-Driven Agenda with Operational Reform Roadmaps

Djibouti City, July 5, 2026 - Djibouti's government has stepped up efforts to accelerate the implementation of its national development priorities, with Prime Minister Abdoulkader Kamil Mohamed calling for concrete, measurable, and fully financed action plans to transform policy objectives into tangible results for citizens.

During a high-level progress meeting on the government's strategic framework, the Prime Minister brought together lead ministers to assess the implementation of key national priorities and emphasized the need to move beyond broad policy commitments toward operational execution.

He instructed ministries to develop detailed roadmaps supported by measurable targets, implementation timelines, financing plans, and monitoring mechanisms. Each priority action is expected to include a baseline assessment, objectives to be achieved within the next 12 months, immediate actions for the first three months, identified funding sources, and solutions to anticipated implementation challenges.

The discussions covered several strategic sectors considered essential to the country's long-term development, including economic growth and diversification, public and private investment, external financing, the revitalization of public-private dialogue, sustainable management of national resources, and the energy transition.

Participants also reviewed policies aimed at strengthening human capital, promoting social cohesion, supporting balanced regional development, improving public governance, enhancing administrative performance, and reinforcing accountability across government institutions.

The Prime Minister stressed the importance of greater coordination among ministries, urging government departments to adopt a cross-sectoral approach rather than working independently. Particular attention was given to improving collaboration on employment, energy, regional development, and performance monitoring to ensure greater consistency in public policy implementation.

As part of the reform process, ministerial teams have been tasked with preparing a consolidated government strategy by July 31, 2026. The document will harmonize existing national frameworks, including Vision Djibouti 2035 and the ADEEG National Development Plan 2025-2030, into a unified roadmap designed to guide public action and mobilize financial resources.

The final report is expected to outline short- and medium-term priorities, budget requirements, financing opportunities, performance indicators, and monitoring and evaluation mechanisms. It will also establish clearer institutional coordination through designated focal points and strengthened government communication.

The initiative reflects the government's broader objective of reinforcing a culture of performance and accountability by ensuring that national development strategies produce measurable improvements in economic growth, public services, and the daily lives of the Djiboutian population.
