Djibouti Expands International Cooperation in the Fight Against Corruption

Djibouti City, July 8, 2026 - Djibouti has reinforced its international engagement in the fight against corruption through two high-level missions in West and East Africa, strengthening bilateral partnerships and contributing to regional efforts to promote transparency, accountability, and good governance.

The Independent National Commission for the Prevention and Fight against Corruption (CNIPLC) carried out parallel missions in Côte d'Ivoire and Madagascar, reflecting the country's strategy of enhancing institutional cooperation, sharing expertise, and supporting the implementation of international anti-corruption standards.

From July 1 to 3, a Djiboutian delegation led by CNIPLC President Badria Zakaria Cheik Ibrahim visited Abidjan for discussions with Côte d'Ivoire's High Authority for Good Governance. The mission focused on exchanging experiences and identifying best practices for preventing corruption and strengthening institutional integrity.

The discussions covered a range of governance tools, including compliance assessment systems, public administration performance evaluation, anti-corruption awareness campaigns, perception surveys, and institutional mechanisms designed to improve transparency and accountability within public institutions.

During the visit, the delegation also met representatives of Côte d'Ivoire's Economic and Financial Criminal Unit and the General Confederation of Businesses of Côte d'Ivoire to explore cooperation on judicial coordination, private sector integrity, and corruption risk prevention.

The mission concluded with the signing of a partnership agreement between the two anti-corruption institutions, establishing a framework for long-term collaboration through joint activities, knowledge exchange, and institutional capacity building.

At the same time, another CNIPLC delegation participated in a United Nations review mission in Antananarivo from June 30 to July 2 as part of the second cycle of the United Nations Convention against Corruption (UNCAC) implementation review mechanism.

Working alongside representatives from Tanzania and the United Nations Office on Drugs and Crime (UNODC), the Djiboutian experts contributed to the assessment of Madagascar's legal and institutional framework for preventing corruption and recovering illicit assets.

The review examined the country's compliance with the preventive measures outlined in Chapter II of the Convention and the asset recovery provisions contained in Chapter V. During the mission, the delegation met senior Malagasy officials, including the Prime Minister, parliamentary leaders, and representatives of the Ministries of Justice and Foreign Affairs, to discuss national anti-corruption policies and institutional reforms.

Djibouti's participation in the international review process highlights its increasing role in promoting transparency and good governance across Africa. By contributing to the evaluation of partner countries while also participating in the Convention's mutual review mechanism, the country continues to support the strengthening of international standards for integrity and public accountability.

Together, the missions to Côte d'Ivoire and Madagascar underscore Djibouti's growing commitment to international cooperation as a key instrument in combating corruption. Through stronger partnerships, technical exchanges, and active participation in multilateral initiatives, the country aims to reinforce institutional capacity and promote governance systems that foster public trust and sustainable development.
