Djibouti Advances Digital Transformation Agenda Through Stakeholder Engagement Workshop

Djibouti, April 23, 2026 - The People’s Palace in Djibouti hosted a stakeholder information and mobilisation workshop focused on two major digital development initiatives: the Djibouti Foundations of Digital Technology (DFN) project and the East Africa Regional Digital Integration Project (EARDIP).

The workshop brought together technical partners and institutional representatives to review the scope, objectives, and implementation challenges of both projects, while also providing a platform for stakeholder input aimed at strengthening inclusive and sustainable execution.

Officials said the session was also designed to explain the functioning of the complaints management mechanism, which will be used to collect feedback, address concerns, and improve project delivery in line with international standards.

Opening the workshop, Project Manager and Director of ICT Development Faycal Khaireh Chirdon highlighted the importance of digital transformation in building a more inclusive and connected society.

He stressed that the government’s approach goes beyond infrastructure development, focusing instead on creating an ecosystem that enables citizens to acquire essential digital skills and participate meaningfully in the digital economy.

Chirdon reaffirmed the government’s commitment to reducing the digital divide in Djibouti, noting that both DFN and EARDIP are central to this objective.

The two initiatives are supported through funding from the World Bank’s International Development Association (IDA), with $10 million allocated to the DFN project and $20 million directed toward EARDIP.

According to officials, the investments are intended to strengthen ICT sector competitiveness, attract private sector participation, and enhance regional digital integration across East Africa.
