Denis Mukwege Emerges as Potential Challenger to Mushikiwabo for OIF Leadership

Kigali, February 2, 2026 - Congolese-born Nobel Peace Prize laureate Dr. Denis Mukwege is emerging as a leading contender to challenge Louise Mushikiwabo of Rwanda for the post of Secretary General of the Organisation internationale de la Francophonie (OIF).

Following Rwanda’s announcement last month that it would nominate Mushikiwabo for a third term, the government of the Democratic Republic of the Congo (DRC) has intensified efforts to put forward a rival candidate.

Initially, the DRC considered Isidore Kwandja Ngembo, an OIF observer involved in election monitoring and the organization of the 2023 Francophonie Games in Kinshasa. However, after a final decision was taken on January 30, 2026, two additional names emerged as potential challengers.

Dr. Mukwege, founder of Panzi Hospital in Bukavu and internationally renowned for his work treating survivors of sexual violence, has become the most prominent figure under consideration. Although he opposed President Félix Tshisekedi during the 2023 presidential campaign, reports indicate the two have since entered into dialogue and are expected to meet in New York in September 2025.

Another candidate being considered is Freddy Matungulu, former Minister of Finance (2001-2003) and former official at both the International Monetary Fund (IMF) and the African Development Bank (AfDB).

The DRC government has repeatedly voiced dissatisfaction with Rwanda holding the OIF’s top post, arguing that it deserves the position as the country with the largest French-speaking population, estimated at around 50% of its citizens.

The next OIF Summit of Heads of State and Government, scheduled for November 15-16, 2026, in Phnom Penh, Cambodia, will elect the organization’s next Secretary General.
