CIPRES Council of Ministers: Bangui Hosts the 39th Ordinary Session

Bangui, December 5, 2025 - Eighteen ministers and social protection officials convened in Bangui, Central African Republic, for the 39th Ordinary Session of the Council of Ministers of the Inter-African Conference on Social Security (CIPRES).

The meeting aimed to review sixteen items on the agenda, with Mali represented by Colonel-Major Assa Badiallo Touré, Minister of Health and Social Development, accompanied by his legal advisor, the Director General of the National Directorate of Social Protection (DNPSES), the Directors General of CMSS, INPS, CANAM, ANAM, and their technical advisors.

The outgoing CIPRES Chair, the Togolese Minister, praised the commitment of member states to guarantee the well-being of populations and emphasized social protection as a fundamental pillar of development.

The rotating presidency was officially handed over to the Central African Minister of Labor, Employment, Social Protection, and Vocational Training, Annie Michelle Mouanga, who highlighted solidarity, strengthening regional ties, and extending social and health coverage to vulnerable populations.

Mali’s delegation confirmed that all sixteen agenda items were reviewed and adopted, noting that Mali’s social security institutions are up-to-date with contributions.

The session concluded positively, with participants agreeing to:

Assess prospects for modernizing social protection systems;

Define priority actions to strengthen governance, efficiency, and transparency within CIPRES member organizations.

The next CIPRES Council meeting is scheduled for 2026 in the Democratic Republic of Congo.
