Capt Peninah Mutoni Sentenced to Five Years in APR Funds Misuse Case
Nyamirambo, December 5, 2025 - The Nyamirambo Military Court has sentenced Capt Peninah Mutoni to five years in prison and a fine of 3 million Rwf for misappropriation of state funds, fraud, and forging official documents.
The ruling comes as part of the trial involving Maj Vincent Murigande, Capt Peninah Mutoni, and Capt Peninah Umurungi, who faced charges of criminal conspiracy and misuse of state funds linked to various APR FC trips, including the September 2024 visit to Egypt for a CAF Champions League match against Pyramids FC.
The court acquitted Maj Vincent Murigande of misappropriation of state funds, but found him guilty of failing to report a serious or felony crime, resulting in a one-year prison sentence and a fine of 300,000 Rwf.
Capt Peninah Umurungi was not charged with complicity in any crimes related to the misappropriation of government funds or the forgery of documents.
The Ministry of Defense confirmed the court's decision, highlighting that the ruling upheld justice while differentiating the levels of responsibility among the accused.
