Burhan Launches Domestic Dialogue Track With Temporary Immunity Guarantees

Khartoum, August 15, 2026 - Sovereign Council Chairman and army commander Abdel Fattah al-Burhan used the 72nd anniversary of the Sudanese Armed Forces to announce a domestic political dialogue under temporary legal, political and security guarantees, framing it as a Sudanese-managed alternative to stalled internationally mediated talks.

Burhan said an independent group of Sudanese figures would oversee the process and that the state would provide logistics and protections without setting the agenda or outcomes. He pledged temporary suspension of criminal proceedings against some participants facing charges so they could attend, while insisting the measure was not a permanent pardon.

At the same time he ruled out any peace settlement that returned Rapid Support Forces leader Mohamed Hamdan Dagalo, known as Hemedti, and RSF-aligned actors to power. The dual message - openness to dialogue and exclusion of the main rival coalition - immediately raised questions about whether the initiative can function as a comprehensive national process.
