Burhan Announces Internal Political Dialogue to Advance Sudan’s Democratic Transition

Khartoum, May 26, 2026 - Sudanese Sovereignty Council Chairman and army commander General Abdel Fattah al-Burhan announced Tuesday that preparations are underway for a broad internal political dialogue aimed at reaching national consensus on completing Sudan’s civilian democratic transition.

In an Eid al-Adha address to the nation, Burhan said the proposed dialogue would bring together Sudanese political and social stakeholders inside the country to agree on principles of governance and chart a path toward civilian democratic rule following years of conflict and political turmoil.

“The government of Sudan will provide everything necessary to ensure the success of this dialogue,” Burhan said, adding that participation would be open to national actors “whose hands are not stained with the blood of the Sudanese people.”

He stressed that the process would be conducted entirely within Sudan and would include individuals and groups directly affected by the ongoing crisis and war. Burhan also pledged that the government would commit itself to implementing any agreements reached through the dialogue.

The army chief rejected externally sponsored political initiatives, criticizing conferences held abroad and warning against what he described as foreign-driven agendas or ideological interference in Sudan’s internal affairs.

Sudan has faced deep political instability since October 2021, when Burhan dissolved the civilian-led transitional government established after the 2019 uprising that removed former president Omar al-Bashir. Relations between military authorities and civilian groups deteriorated further before escalating into full-scale war in April 2023 between the Sudanese Armed Forces and the Rapid Support Forces (RSF).

The conflict has since caused a severe humanitarian crisis, widespread displacement, and increasing political fragmentation across the country.

Burhan’s announcement comes amid ongoing international and regional efforts to revive negotiations and establish a framework for ending the war and restoring civilian governance in Sudan.
