Bizimana Dominique Re-Elected President of NPC Rwanda After 13 Years

Kigali, November 10, 2025 - Bizimana Dominique has been re-elected as President of the National Paralympic Committee of Rwanda (NPC Rwanda), marking his return to the helm after 13 years. Bizimana, who previously led the organization from 2001 to 2012, succeeds Murema Jean Baptiste, whose term officially ended in June 2025.

The elections were held on Saturday, November 8, 2025, at the Classic Hotel in Kigali, with members of the committee casting their votes. Bizimana won by a narrow margin, securing 21 votes against his opponent Sekarema Jean Paul, who garnered 19 votes.

During his earlier tenure, Bizimana played a pivotal role in laying the foundations for Rwanda’s sports programs for persons with disabilities, championing inclusion and ensuring that Rwandan para-athletes gained greater recognition on the international stage.

Following his victory, Bizimana expressed gratitude for the renewed confidence placed in him. “It is an honor to be trusted again. With the new committee we have been elected, we are going to work transparently,” he said. He pledged to focus on expanding opportunities for athletes with disabilities, strengthening partnerships with both public and private institutions, and encouraging more youth with disabilities to engage in sports.

The elections also brought in a new leadership team to serve alongside him for the next four years:

Kanyange Espérance, First Vice President in charge of Competitions

Uwitonze Hesron, Second Vice President in charge of Publicity and Communications

Nzeyimana Célestin, Secretary General (returning to a role he held between 2001 and 2012 before serving as NPC Rwanda President from 2012 to 2017)

The Supervisory Committee includes Cyamenyerwa Solange, Ingabire Marthe, and Munyaneza Gratien, while Nkurayija Jean Pierre, Twizerimana David, and Byukusenge Elise will serve as Advisors.

The Arbitration Committee is composed of Uthama Solange and Ngendandumwe Augustin, with Mukanganizi Marie Claire representing women and Ndahiro Jean Claude representing the athletes.

Observers noted that the elections were long overdue, as the previous committee’s mandate expired on June 28, 2025. With a new team in place, stakeholders hope the NPC will renew its focus on strengthening Rwanda’s Paralympic movement and advancing inclusion in sports nationwide.
