Tshisekedi Signals Imminent “Final Deal” Between DRC and Rwanda

Brasília, Brazil - President Félix Tshisekedi of the Democratic Republic of Congo (DRC) has indicated that his country’s “final” peace and cooperation agreement with Rwanda will be signed in the coming days. He made the announcement during a meeting with Congolese citizens in Brazil on November 7, 2025, signaling the conclusion of long-standing diplomatic talks.

Tshisekedi confirmed that both the Doha and Washington negotiations are expected to reach a positive conclusion shortly.

“I am pleased to inform you that the Doha and Washington talks will have a positive conclusion in the coming days,” he said.

The United States has described the forthcoming economic cooperation agreement as the “last” such deal between Rwanda and the DRC. The signing ceremony is expected to be attended by President Paul Kagame of Rwanda and President Tshisekedi.

The agreement aims to promote peace and sustainable development in the region and will follow the completion of a peace deal between the DRC government and the AFC/M23 coalition, facilitated with support from Qatar, which has been leading the Doha talks.

President Tshisekedi added that the White House will soon send official invitations to both countries for the signing.

“In the coming days, the White House will send us an invitation to sign the peace agreement,” he said.

On the same day, Rwanda and the DRC finalized the full draft of the economic cooperation agreement, which the United States hailed as a significant step toward implementing the long-awaited accord.

The deal represents a major milestone in stabilizing relations between the two neighboring countries and advancing regional economic and security cooperation.
