Transitional Authorities Dismiss Three Senior Military Leaders in Mali
Bamako - October 22, 2025 - The transitional government of Mali has dismissed three senior military officials in a major shake-up of the country’s armed forces hierarchy. The decision, announced on Wednesday, October 22, was made by the Council of Ministers.
General Keba Sangaré, outgoing Deputy Chief of Staff of the Armed Forces, succeeded by Brigadier General Elisée Jean Dao, formerly Mali’s ambassador to China and a former Chief of Staff of the National Guard (2020-2022). Dao is considered a highly respected officer with close ties to the transitional president.
General Nouhoum Ouattara, outgoing Director of Military Intelligence, replaced by Brigadier General Sambou Minkoro Diakité, who previously led the National Gendarmerie.
Brigadier General Harouna Samaké, outgoing Chief of Staff of the Army, succeeded by Brigadier General Toumani Koné.
Observers say the reshuffle aims to boost morale among troops at the frontlines. For several months, militants have been able to carry out attacks and besiege military camps for extended periods, highlighting operational weaknesses.
The three new leaders are regarded as experienced and respected figures, and their appointment is expected to galvanize soldiers and reinforce the army’s efforts to secure Malian territory against ongoing terrorist threats.
