Technical Committee on Social Mutualism: Accreditation and Registration Reviews Underway
Ouagadougou, November 25, 2025 - The Technical Committee on Social Mutualism (COTEMS) is holding its fourth ordinary session of the year from November 25 to 27, 2025, in Ouagadougou.
Organized by the Ministry of Public Service, Labor, and Social Protection (MFPTPS) through the Directorate General of Social Protection (DGPS), this session represents the final review of 2025, focusing on the accreditation and registration of social mutual organizations.
According to Amédée Bamouni, President of COTEMS, the session will examine key applications, including:
The accreditation application of the Mutual Society of Workers of the Rural Electrification Agency of Burkina Faso (MUTA_ABER);
The registration file of the Federation of Community Mutual Social Societies (FEMUSCO), an umbrella organization;
The accreditation application of the National Police Mutual Society (MU_POL);
And any other matters within the Committee’s mandate.
COTEMS is responsible for processing applications for legal recognition of mutual societies and umbrella organizations, as well as monitoring and auditing accredited entities to ensure compliance with national regulations.
From July 2023 to October 2025, the Committee processed numerous applications, culminating in the approval and registration of over one hundred mutual societies, including federations or groups of mutuals that successfully met the required criteria.
This session underscores the Burkinabe government’s commitment to strengthening social protection, promoting collective solidarity, and ensuring that mutual societies operate under legal and regulatory frameworks that protect their members.
