Strengthening the National Civil Registration System Through a Universal Birth Registration Campaign

NIAMEY, Niger - Tuesday, November 25, 2025 - The government, through the Ministry of the Interior and in partnership with UNICEF, has officially launched an ambitious national universal birth registration campaign during a high-level ceremony at the International Conference Center. The initiative seeks to address Niger’s persistently low rates of birth registration, especially in rural and border communities where fewer than 60 percent of children under five possess an official identity document.

The campaign introduces innovative mobile registration units, expanded community outreach mechanisms, and stronger integration with health facilities to ensure maximum coverage. The Ministry stressed that legal identity is “the key to accessing social services, education, and protection from exploitation,” a message with particular resonance for vulnerable children living in conflict-affected areas.
