Standardized Invoicing Adopted to Modernize Tax Management
Kinshasa - As of December 1, 2025, the Democratic Republic of Congo (DRC) has made the use of standardized invoicing mandatory, marking a major reform in the country’s tax system.
Led by the General Directorate of Taxes (DGI), this reform aims to strengthen transparency and combat tax fraud. The secure electronic document standardizes the identification of the seller and buyer, the unique invoice number, the goods or services invoiced, and the applicable taxes.
The measure applies to public and private companies, NGOs, public institutions, traders, and various service providers, requiring an adaptation of invoicing systems while providing consumers with reliable and traceable proof of purchase.
Backed by a broad awareness campaign, the reform is designed to increase public revenue collection and improve the country’s economic governance, aligning with the government’s modernization agenda.
